I'm guessing this is somewhere in Nebraska, possibly Grand Island as the second two were based there and the first was possibly from McCook AAF by late in the war.

I've spent a LOT of hours at all the Kansas and Nebraska 2nd Air Force stations and that picture wasn't taken at any of them. The hangar in the background could have been at Sioux City or possibly Topeka. G.I. had the standard arched hangars with the exception of one smaller one that was actually built as a civilian hangar before the war. Sioux City was used by at least one B-24 group for final phase training and I'd have to dig in my files to see when they transitioned to B-17s.

What is the oddly painted (or is it wear?) about the near aircraft radio compartment?

Specifically the area circled in red. Seems like more than wear.

All true, except, whatever it is appears between the legs of the crewman on the left and between him and the group yet it doesnt overlay his legs or body so I think its an actual feature not something caused by post photograph action. It looks like it might have been an attempt at paint removal? Or something that got poured on top forward of the radio compartment and ran down.
