and if you look over #2 engine, it looks like the number 4
So C * A4 -- one of the 3rd AF bases but I do not know which base was C

Aha! Maybe Kirtland? Were they short of B-29 trainers at some point and substituting B-17s? Check this out from fuselagecodes.com:
